Overview:
Welcome to International-NFL League. We're a 32 team salary cap league which will attempt to create a fantasy experience as close to the real NFL as possible. Every NFL Franchise has a General Manager (GM) who is responsible for all aspects of team management.
The league started in 2013 with the real NFL teams. The season started with a auction draft where GMs bid to select their players.
Initial Draft:
The inaugural draft auction will be conducted through our MFLsite -- www26.myfantasyleague.com/2012/home/75187#0
The minimum starting bid for all auctions shall be $0.1, with minimum bid increment being $0.01.
The auction shall be in proxy format with an 24 hour clock on each player.
There shall be 32 players up for bid at a time.
After the 24 hour clock on a player expires, the team with the highest bid has won the player. The amount that a player is won for shall become the player’s salary for a minimum of 1 season and maximum of 4 seasons.
Teams may not waive or cut players from their roster until both the inaugural auction and the inaugural rookie draft have concluded. The only exceptions to this rule are if a drafted player files his retirement papers with the NFL or passes away, at which point that player may be released without penalty.
Once advised by the Commissioner, each GM will nominate 1 player from their real life team. Once all GM's have nomintaed a player, the Commissioner shall give all GM's 48hrs notice for the auction to commence. Once that 48hrs notice expires all GM's will be able to bid on any player currently nominated. All subsequent nominations shall be made on a first come, first serve (FCFS) basis via the auction bid on the MFL site. A team may nominate one new player at a time when a player comes off the board; a team shall not nominate more than one player at a time.
The Jagoff Rule (Inuagural Auction-Specific Version): Any conduct during the inaugural auction deemed by the Commissioner to be detrimental to the inaugural auction or the league is subject to Commissioner's sanctions without prior warning. This conduct includes nominating multiple players at the same time via tabbed browsing or other means, overly excessive bidding, bidding on players who can no longer be reasonably afforded due to lack of cap space, or doing anything else that wreaks havoc, reeks of buffoonery or causes trouble. Repeated offenses will incur increasingly severe sanctions and may result in an owner's removal from the league. In other words, don't be a jagoff and you won't get smacked.
Once a GM has successfully acquired a player he/she will have until the beginning of the pre-season to decide length of contract. Minimum length contract will be 1 year while maximum length contract shall be 4 years.
If an owner makes any kind of bidding mistake, the owner should post IMMEDIATELY on Proboards (so there is a permanent record of the request that has exact time of the post) and also in the chat rooms to let people know. Upon notification of a bid mistake, the Commish will review the time of the post and will restart the auction (if it was a player who was already on the board) or delete the auction (if the wrong player altogether was nominated).
An owner may not request that a bid be revoked if the request is not made within a very short time (i.e. no more than a few minutes) after the bid is posted; it is each owner's responsibility to ensure their bids are correct.
If an owner has let more than a few minutes pass before asking for a bid revocation, the revocation is subject to a TAB vote.
If an owner repeatedly asks for revocations because they are making a lot of typos, their revocation requests may be subjected to a TAB vote at the discretion of the Commissioner.
To sum up: if an owner makes an honest bidding mistake and reports it right away, they're fine. Late reporting or repeated mistakes by the same owner will result in TAB votes on whether to allow the revocation.
If a players is not put up for auction, that player will automatically be classified as a Free Agent.
No player acquired through the inaugural auction draft will be eligible for a RFA contract
Proxy Bidding:
The easiest way to explain proxy bidding is through an example.
In a traditional auction, with an 24 hour clock (like our clock will be), I nominate Ryan Leaf for $5. If someone bids $5.1 on him, the clock will reset back to 24 hours. In a proxy bidding system, if I nominate Leaf at $5, he will start at $0.1 and only go up if someone bids more than that. So say another team likes Leaf and bids $4 on him. Since I had a max bid of $5, I will still be the leader on Leaf but will now have him at $4.1 and the clock will still be counting down.
Now suppose someone really likes Leaf and bids $10 on him. They will now be the top bidder on Leaf at $5.1 and the clock will reset to 24 hours.
So in proxy, the clock will only reset if someone raises higher than the current highest maximum bid.
Nominating Players for Auction on MFL:
To nominate a player on MFL, you can go to the bar at the top of the page and under 'For Owners' go down and click 'Auction Bid'. At the bottom of this screen you can select a player from a drop-down menu and a bid on the player. The minimum salary for a player in this league is $0.1 and the minimum raising increment is $0.01.
A player was just won, can I nominate another now?
Yes. Nominations in the veteran auction are on a first come, first serve basis. That being said, please be mindful of others and let everyone have a chance at nominating if you have already nominated multiple players recently.
Roster Limits:
Active rosters are limited to 50 players maximum and 25 players minimum (excluding Practice Squad and Injured Reserve). The limits are suspended each off-season to allow teams to draft, trade, and make roster moves in preparation for the upcoming season. All teams must be back within the roster limits by the first game of the season.
Any team over the limit after the roster deadline will have players moved to the practice squad or waived. Every effort will be made to keep the best interests of the franchise in mind. Any team under the minimum will have placeholder "players" added at a salary of $500,000 for the current year. This placeholder will count towards the salary cap for the rest of the year unless waived at the standard 30% cap hit (assuming the team remains above the roster minimum).
After the roster deadline has passed, any team that acquires a player or players causing the team to go over the maximum will have the player(s)immediately dropped. A 25% cap hit will apply to bring the team back to the roster limit. The TAB will attempt to catch this beforehand, but it is the responsibility of each GM to remain within the roster limits.
Salary Cap:
Each team has a $100 salary cap. Team salary includes the total of all players under contract (Active Roster, Practice Squad and Injured Reserve), plus any Salary Cap Hits for unclaimed waivers, plus any outstanding (leading) free agent bids. Each team MUST maintain accurate salary totals and roster count on their team page. The salary cap will remain in effect year-round. This includes pre-season, so be careful while you may be temporarily over the roster limits, you may never exceed the salary cap.
If any team acquires a player or players causing them to go over the salary cap (via draft, trade or Free Agency) and it is not caught beforehand, then the added player(s) will be immediately dropped with a 50% cap hit to bring the team back under the salary cap.
Roster Checks:
EACH OWNER IS RESPONSIBLE FOR THEIR OWN TEAM. ROSTERS MUST BE KEPT UP TO DATE AS WELL AS TRANSACTIONS, DRAFT PICKS, TRADES, ETC. RESPONSIBILITY DOES NOT FALL TO TAB MEMBERS TO KEEP OTHER FRANCHISES UP TO DATE.
Random roster checks can be performed by TAB at anytime throughout the calendar year. When team transactions occur (Draft, RFA, FA, Trades, Waivers, etc.) GM's will have 1 week to update their rosters during the off-season, and 3 days during the season. Any team that is found not to have their rosters updated at anytime (other than within the specified time period above) will be faced with a penalty.
Roster Penalties:
Penalties for NOT having rosters (both here and MFL) up-to-date are as follows:
1st Time - Warning - GM's will be given 48 hrs to update and correct their roster.
2nd Time - Loss of player to FA (if recently signed, but not added to one or both of GM's rosters)
$1m fine (ex; player not dropped from roster, incorrect player count and/or salary totals, etc.) If the $1m fine causes the team to go over cap – GM will have a choice of which player(s) to drop (standard 30% waiver penalty) to bring the team back within Cap limits.
Free Agency:
As in the NFL, there are two types of Free Agents - Restricted Free Agents (RFA) and Unrestricted Free Agents (UFA). RFAs are players whose rights are still held by a team and may be re-signed after their original contract expires (according to the rules in the RFA section below). UFAs are any players that are not currently under contract by a team. Each pre-season any player who does not have RFA status becomes a UFA once his contract expires. The one exception is that each team may designate one Franchise player each season.
Unrestricted Free Agency begins early June and ends each season after the end of the NFL Superbowl in February/March (any bids already in progress at that time will be allowed to be completed and signed by the winner).
Franchising Players:
Teams may Franchise one player with an expiring contract each season--either a Franchise Tag (FT), or a Transition Tag (TT). If the player is traded, the team trading the player may not franchise another player that year. The team receiving the player may still franchise a player and maintain all franchised players for that year.
A GM can decide to withdraw its franchise or transition designations on a player (simply reply in the thread "withdrawn". Do not delete the thread). If withdrawn, the player then automatically becomes an unrestricted free agent, either immediately or when his contract expires. After withdrawing the designation however, the club cannot designate another player during the same season.
The same player may receive a franchise tag (FT or TT) a maximum of 3 seasons in a row.
If a player is tagged 2 years in a row he must be paid 125% of the current year's franchise tag.
If a player is tagged 3 years in a row he must be paid 150% of the current year's franchise tag.
Franchise tags are based on the average salary of the 5 highest paid players at their position (or 120% of their previous salary, whichever is higher) and will be determined at the end of each season for the following season.
Transition tags are based on the average salary of the 10 highest paid players at their position (or 120% of their previous salary, whichever is higher) and will be determined at the end of each season for the following season.
The player is non-exclusive and can be bid upon like Tenders but with 2 first round picks compensation
The bid must be equal to or greater value than the tender.
A GM who bids upon the player can only put one bid in, if this is beaten then he can no longer win that player
The owner cannot then try and resign the player if bid upon
If no bids are received the player re-signs at the lower franchise tag rate (Current or Previous Year)
Once given a Transitional Tag they cannot be tagged the following year with either a franchise or transitional tag again
Extensions:
Each year teams can select to extend one and only one player to a longer contract, this can only be done to a player with more than 1 year left on their contracts. The deadline for extending contracts is the opening of Free agency in the Spring. i.e, after that any players with 1 year left on their contract become unable to be extended. In our inaugural draft, players that expire in 2013 or later. A player cannot receive back to back extensions.
To extend a players contract the GM must first select the player and make an offer on the 'Contract Extension' board. Offers must be structured as follows:
1 yr @ 75% of Franchise tag or 100% of current salary
2 yrs @ 100% of Franchise tag or 110% of current salary
3 yrs @ 125% of Franchise tag or 120% of current salary
4 yrs @ 150% of Franchise tag or 130% of current salary
(Whichever number is higher)
Minimum Salaries:
The minimum starting bid for all auctions (including FA bidding) shall be $0.1, with the market determining all player's salaries
Free Agent Bidding:
The process for signing an Unrestricted Free Agent is to create a new thread in the "Unrestricted Free Agents" sub-board under "Free Agency". The thread should have the player's correctly spelled name, NFL team and position in the subject, and a valid bid as the message. Other GMs may reply in this thread with higher bids for the player. The bidding will end when 24 hours has passed since the last valid bid.
We use a point system where every million dollars equals one point, and every year adds a multiplier.
contract years add value based on the following:
1 Yr = 1X multiplier ---- 1 Yr @ 5 mil = 5 X 1 = 5 pts
2 Yr = 1.15X multiplier ---- 2 Yrs @ 5 mil = 5 X 1.15 = 5.75 pts
3 Yr = 1.30X mulitplier ---- 3 Yrs @ 5 mil = 5 X 1.30 = 6.5 pts
4 Yr = 1.45X multiplier ---- 4 Yrs @ 5 mil = 5 X 1.45 = 7.25 pts

Players may be signed for a maximum of 4 years and your math must be correct for the bid to be valid. The minimum raise for a valid bid will be $100,000 or .1 points.
The minimum salary for a FA is set at $0.5 per season.
You must have salary cap space available for a bid to be valid (remember, any Free Agency bids in which you are the leading bidder also count towards your salary cap).
During the season, you must also have roster space available for the bid to be valid (remember, roster limits are lifted during the pre-season). This means you must have less than 50 active players, or if the player is practice squad eligible, you must have room on the practice squad and no more than 50 active players. Players on waivers do not count towards your roster limit. You may conditionally waive a player to make roster space for a player as detailed in the "Conditional Waivers" section below.
If a team makes a free agent bid which would put them over the roster or cap limit, or deletes a bid once posted, a Cap Penalty will be issued of $1.
Restricted Free Agents:
Restricted Free Agents (RFAs) are free agents who have 3 years or less NFL experience (players are signed with RFA status if their last year under contract is their 3rd year or less). Years within the league will be determined by nfl.com at www.nfl.com/players.
During each pre-season, teams may tender offers to their RFAs with expiring contracts or let them become UFAs. Players that have been tendered offers will be available to other teams during the Restricted Free Agency bidding period. The team that owns the RFA player has the Right of First Refuse (ROFR) otherwise known as the right to match the winning offer and retain the rights to the player. If the offer is not matched, the new team will acquire the player and must provide the original team with draft picks (where applicable) from the current year's draft as compensation. RFAs with expired contracts may not be traded during the pre-season until they have been signed to new contracts.
A thread must be created for each player with one of the following tender amounts and compensation....
$0.655 tender - ROFR
$1.260 tender – ROFR + original round drafted (will be a 5th round draft pick at the least)
$1.927 tender -- ROFR + 2nd round draft pick
$2.742 tender -- ROFR + 1st round draft pick
Tender amounts will rise to 110% of the previous year's salary, if that is more.
Restricted Free Agent Bidding:
The RFA bidding period will last for 3 weeks. Once an initial bid is made for a player, other teams have 12 hours to raise the bid. After 12 hours of non-bidding, the team with the winning bid (the last valid bid) may obtain the rights to the player unless the tendering GM matches the winning bid. The tendering GM has 48 hours to decide whether to sign the player to the exact winning bid contract terms, or receive the compensation draft pick(s). You may not bid on your own player in an attempt to set your contract terms.
Note: The winning bid is the only bid that the tendering GM must deal with. Be sure to make a high enough bid to actually force the owner to give him up. You may not re-up the bid later.
Re-Signing Restricted Free Agents Not Bid On:
Once the RFA Bidding period closes, GMs have two weeks to re-sign their RFAs that have not been bid on. They may be re-signed to a contract for a term of up to four years. The new contract must represent a salary increase from the tender given, and the contract must be reasonable for the quality of the player as compared to the average market value of similar players.
For example, if 2 quarterbacks were signed in the previous free agency period - one for $4 and one for $6, then this represents the baseline market value for free agent quarterbacks. Determine the talent level of your player in comparison to the baseline market value, and submit a contract offer in the player's RFA thread for TAB approval (3 votes to approve).
If you are denied the first time, you may submit a 2nd offer. If denied twice, or if no attempt is made to re-sign the player after 2 weeks, then the player will play out the tender offer for one year and enter the market as an unrestricted free agent the following season.
Waivers:
To release a player, you must post a thread in the waiver forum containing his contract terms, when a player is waived the player's salary is immediately removed from the teams total salary. Fellow GM's will have 48 hours to claim the waived player. If he is claimed, no salary cap hit will apply. If he is not claimed you'll have to release him at a 25% cap hit for the remainder of the contract. That means if you have him signed for 3 years, the salary cap hit will apply for each of the 3 years.
NO WAIVERS WILL BE ALLOWED UNTIL AFTER THE INAUGURAL DRAFT AUCTION AND ROOKIE DRAFTS ARE COMPLETED
Waiver Claims:
Waiver claims must be posted on the waived player's thread within 48 hours. After 48 hours, the team with the highest "Waiver Priority" will be awarded the player and will assume the existing contract. It doesn't matter what order claims are posted. The team being awarded the player will then move to the bottom of the Waiver Priority. Priorities are reset each off-season in reverse order of finish (same as draft order). You have exactly 10 minutes to remove a claim on a player. For the initial season the "Waiver Priority" will be determined randomly by using www.fantasyfootballnerd.com/random-draft-order.
Conditional Waivers:
If you are at the roster limit, you may conditionally waive a player in order to place a bid on a free agent (or to make a trade) which would have put you over the roster limit. State that the player is conditionally waived pending winning free agent "X" (or having a trade approved). Teams may claim this player like any other waived player, but you may reclaim the player if you are outbid (or the trade is vetoed). You have 24 hours to reclaim your player only if you are outbid (or your trade is vetoed). The team will take a 10% penalty of the salary for 1 year if they choose to reclaim the player.
Unclaimed Waivers:
If a player is waived and not claimed within 48 hours there will be a 25% cap hit for every year of the contract. That player becomes a free agent, and the same rules apply to that player as they do to all free agents. The only difference is that the owner who released that player CANNOT bid for the rest of the season. If the player is later released by his new owner, then the original owner can bid.
"Gaines Adams Rule":
In the event of the death of a player currently under contract, the player may be released without a cap hit, and may he rest in peace.
Trades:
Each agreed upon trade must be posted in the "Trades" forum. Both parties of the trade must post acceptance of the trade within a reasonable time (the poster of the trade is assumed to have accepted). Draft picks may be traded up to two years in the future.
Trades must include the name, position and contract terms of each player involved, and the specific draft picks, along with any other conditions. The trade must be both posted and accepted on MFL before the trade will be approved. Teams not involved in the trade or not on the TAB should post their comments in a new Thread under trade discussion.
You must have salary cap available and space on your roster in order to trade for players. Players on waivers do not count towards your roster limit. You may conditionally waive a player or players to make room for your traded for players as detailed in the "Conditional Waivers" section.
Every trade must be approved by the league commissioners known as the TAB (Trade Approval Board). It takes 3 votes to approve a trade. If there are 3 votes to veto or deny a trade before 3 votes to approve, the trade is vetoed. If either team does not have salary cap or roster space available to complete the trade, it will automatically be void. TAB members cannot vote on their own trades.
TAB will veto trades to avoid collusion, and protect new or struggling owners from damaging their franchises beyond repair. New owners will be scrutinized more closely by tab to prevent owners from quickly destroying a team and leaving.
Players cannot be traded once they have started their weekly game until the final game of the week has been played. Trades must be approved before K/O for the players involved to start in that week.
Trade Deadline - Trading of all players/picks between teams will end for the season at the conclusion of Week 10 games (trades must be posted before kick-off at the start of the players week 10 games to be accepted), and will recommence 1 week after the real NFL SB.
NFL Rookie Draft:
We will a 5 round Rookie Draft every pre-season in early June. This draft is for NFL Rookies that were eligible for the most recent NFL draft, (not to include players eligible for the Supplemental Draft). Players that were eligible for a previous year's NFL draft and went undrafted (but are still technically NFL Rookies), are considered free agents and are no longer eligible to be drafted.
For the 2013 Rookie Draft the draft order will be randomly determined using www.fantasyfootballnerd.com/random-draft-order . For following years the Draft order for non-playoff teams will be in the reverse order of the final regular season fantasy football standings. Playoff teams will draft in the reverse order of their playoff results (teams eliminated the same week will follow the same tiebreaker rules based on their regular season finish).
Draft Order Tiebreaker Rules are the same as used in the NFL
Teams will be OTC (On The Clock) starting from the exact time the previous selection was made or skipped. The time to make a selection or trade the draft pick will be 24 hours in round 1, 12 hours in rounds 2 - 5. You must have salary cap room available to sign your draft pick(s) or they will be forfeited and become Free Agents.
All NFL rookies not drafted during our rookie draft become Free Agents at the conclusion of our draft.
Skipped Draft Picks:
If a team misses their pick, they will be skipped and the next team will be "on the clock". Skipped teams may pick anytime and will not affect the current clock. A team will not be skipped more than two selections during the first 3 rounds. The draft will be paused and the TAB will make the pick based on that team's needs. This ensures no franchise gets "truly hurt" by an owner that may become inactive. After the 3rd round, the TAB will no longer make selections for skipped picks. Teams may still pick anytime up until 12 hours after the final pick of the draft. At that time all skipped picks will be forfeited.
A team may post they want to skip their pick and then pick later in the draft (at any point) at which point their player is given the salary relating to the pick when the pick is made, If a pick is skipped in the 1st round and picked in the 2nd round the player does not receive RFA status.
Example(if a team does not choose to be skipped):
A team has the #10 pick in the draft and does not make a selection in 24 hours, they go into a "pick anytime" mode. If they have not made their selection by the time team #12 picks, then the draft will be paused (Pick #13 would be put on hold). The TAB would then make the #10 pick, and then the draft will be resumed with Pick #13 on the clock.
Trading of Draft Picks:
Draft picks may be traded up to two years in the future. For example, in 2013 you will be able to trade 2014 and 2015 draft picks throughout the 2013 playing year up until the trade deadline. You will be able to trade 2013 and 2014 draft picks until after the 2013 draft.
When the pick on the clock is traded during the draft, there is an exception to the time limit. If a trade is approved by both parties involving a pick currently on the clock, that team will not be skipped until a final verdict is reached on approving or rejecting the trade. The recipient of the pick is then awarded the amount of time remaining on the clock, as well as the time it took for the trade to be approved up to a maximum of four hours. Trading of skipped picks do not receive this special time treatment.
If a trade is posted involving a team's pick on the clock that is not accepted by the other team by the end of the time on the clock, then the trade is ruled void, and the team on the clock will be skipped. The teams may resubmit the trade if they wish.
Rookie Draft Pick Salaries:
We will be using a pre-determined scale of salaries for each player drafted in the League's rookie draft, regardless of their real life salary.

A skipped pick by other GM's may move a GM forward in the draft, but the salary charged against a GM who moves forward will remain at the GM's original pick position. ie, if I am pick 1.04 and the first 3 picks are skipped, in reality I become pick 1.01, but my player's salary will be assessed as if he were my original pick ($4.33)
Contract Length of Drafted Rookies:
1st round draft picks are all signed for 5 Years. All other draft picks are signed for 3 years with RFA status at the end of their contract.
Overall Contract Length
The total length of all contract terms (including Rookies) shall be no more 125 years
Injured Reserve:
If a player is placed on Injured reserve (IR) in the NFL, he may be placed on IR in this league and not count towards the 50 player active roster limit. There is no limit to the number of IR players a team can have, but they all still count towards the salary cap.
Injured Reserve may also include players on NFL PUP (Physically Unable to Perform), or Suspended List. Players on Injured Reserve must be moved back to the active roster each off-season. Players placed on I.R (I.R, PUP, or Sus players) cannot be taken off the I.R all season. If you want to keep a PUP player until they are taken off it then you must have them active all season.
MFL:
We will use MFL for all league matter this season coming.
MFL will be used for all players on each team's roster, including Practice Squad and Injured Reserve. Official rosters will remain here on the message board.
Starting Lineups:
Player's positions are determined by MFL. Sometimes players change positions if you feel MFL has made a mistake, please let a TAB know. The starting lineups will be:

Points Scoring:
Game day scoring includes stats for each player on each team's starting roster. The team with the higher amount of total points wins. If a team has an illegal roster, the TAB will make it legal. Unowned teams will have their lineups set by the TAB.
Passing:

Passing Yards -50-999 .05 point for every 1
Pass Interceptions Thrown 0-10 -3 points each

Rushing:

Playoffs:
We use the same system of seeding and scheduling as the NFL. Each conference will have 4 division winners seeded 1 though 4, and 2 wild card teams seeded 5 and 6. The top two seeds from each conference will get a first round bye. In Round 1 each conference #3 seed hosts the #6 seed, and the #4 seed hosts the #5 seed. In Round 2 each conferences #1 seed hosts the lowest remaining seed after round 1, #2 seed hosts the higher remaining seed. Playoffs start week 13 with the 2 Conference Champions meeting in the Super Bowl on Week 16.

If, at the end of the regular season, two or more clubs in the same division finish with identical won-lost-tied percentages, the following steps will be taken until a champion is determined.

When the first Wild-Card team has been identified, the procedure is repeated to name the second Wild-Card, i.e., eliminate all but the highest-ranked club in each division prior to proceeding to step 2. In situations where three or more teams from the same division are involved in the procedure, the original seeding of the teams remains the same for subsequent applications of the tie breaker if the top-ranked team in that division qualifies for a Wild-Card berth.
Off-Season Activities:
Each off-season GMs must perform the following activities in preparation for the upcoming season. If these are not done by May 1st, the GM may be replaced. This gives GMs four months to...
Select two Franchise Player (optional) from your expiring contracts and post him in the Free Agency Sub-board "Franchise Players". Put his new contract amount and the word "Franchise" or "Transitional" after his name on your roster. If this is his 2nd or 3rd Franchise, please note that.
Post your remaining expiring contracts in the Free Agency Sub-board "Unrestricted Free Agents". These players must be removed from your roster here and on MFL.
Post your Restricted Free Agents and tender offer in the Free Agency Sub-board "Restricted Free Agents" (one thread per player). If you do not want to tender an offer, post him in the "RFA Eligible (Non Tenders Only)" thread and remove him from your roster here and on MFL.
Move any injured players off Injured Reserve and back on to your active rosters here and on MFL. Remember, roster limits are suspended until the end of pre-season, so you are not limited to 50 players until then.
If you have a Practice Squad player who was never on your active roster and you would like to release him without a cap penalty, post him in "Waivers" as "released from Practice Squad".
If you have any Practice Squad players that have played over 16 games, they must be removed from your Practice Squad.
Update your team's "Salary Cap Hits" with your team's "Salary Cap Hits" (under the Waivers board). Cap hits that no longer apply will have been removed.
Update your Roster totals and Salary amounts.
Update your roster on MFL to match your roster here.
Off-Season Schedule:
This is the tentative schedule each off-season. The actual schedule will be posted each off-season in the "League Administration" board.
UFA posting, RFA tenders, Franchise and Team Option decisions must be done no later than April 1st (GMs may post these anytime before the deadline and they may be changed right up until the deadline. The deadline is firm and GM replacements will start the next day).

Tanking will not be tolerated. All owners must field their most competitive team each and every week. Teams will be penalized if it is blatantly obvious that they are not fielding their best players or if they are starting people on a bye week in order to enure a higher draft pick. Warnings will be given out unless it is obvious to the commissioner and tab members that the person is intentionally tanking, in this case a penalty may be assessed immediately. That being said, you will not be penalized if your roster does not permit you to field a complete team. Penalties will include loss or downgrading of draft picks.
ProBoards Message Board:
Each team has a sub-forum, and at a minimum, one team roster thread. This is where GMs must post and maintain their team's roster (including active roster, practice squad, and injured reserve). They must also include the team's player count and their total salary (Active Roster + Practice Squad + Injured Reserve + Unclaimed Waiver Cap Hits). Teams may also optionally maintain other threads such as team transactions, draft board, schedule, team records, player photos, whatever they wish.
Please activate your account and set your Proboards display name to your team name (whatever you want) Example Packers (Tyler) .... Click on "Profile" on the Main Menu Bar, click on "Modify Profile", enter your team name into "Display Name", enter your password (again), and press "Modify Profile" at the bottom.
During the off-season things slow down but don't completely stop. Check in occasionally between the Super Bowl and the real NFL draft. Trading never stops so you should at least occasionally check to see if you have a trade offer in your inbox.
Final Notes:
These Rules have attempted to cover every possible scenario, but occasionally something new comes up. In that case, the Commissioner (Colts GM) and TAB will make the final ruling and the Rules will be updated to reflect it.
This shouldn't have to be said, but GMs may own one and only one team, If a member is caught with multiple teams, they will be banned from the league unless they have a reason the Commissioner knows about (Unlikely).

Welcome to International-NFL League. We're a 32 team salary cap league which will attempt to create a fantasy experience as close to the real NFL as possible. Every NFL Franchise has a General Manager (GM) who is responsible for all aspects of team management.
The league started in 2013 with the real NFL teams. The season started with a auction draft where GMs bid to select their players.
Initial Draft:
The inaugural draft auction will be conducted through our MFLsite -- www26.myfantasyleague.com/2012/home/75187#0
The minimum starting bid for all auctions shall be $0.1, with minimum bid increment being $0.01.
The auction shall be in proxy format with an 24 hour clock on each player.
There shall be 32 players up for bid at a time.
After the 24 hour clock on a player expires, the team with the highest bid has won the player. The amount that a player is won for shall become the player’s salary for a minimum of 1 season and maximum of 4 seasons.
Teams may not waive or cut players from their roster until both the inaugural auction and the inaugural rookie draft have concluded. The only exceptions to this rule are if a drafted player files his retirement papers with the NFL or passes away, at which point that player may be released without penalty.
Once advised by the Commissioner, each GM will nominate 1 player from their real life team. Once all GM's have nomintaed a player, the Commissioner shall give all GM's 48hrs notice for the auction to commence. Once that 48hrs notice expires all GM's will be able to bid on any player currently nominated. All subsequent nominations shall be made on a first come, first serve (FCFS) basis via the auction bid on the MFL site. A team may nominate one new player at a time when a player comes off the board; a team shall not nominate more than one player at a time.
The Jagoff Rule (Inuagural Auction-Specific Version): Any conduct during the inaugural auction deemed by the Commissioner to be detrimental to the inaugural auction or the league is subject to Commissioner's sanctions without prior warning. This conduct includes nominating multiple players at the same time via tabbed browsing or other means, overly excessive bidding, bidding on players who can no longer be reasonably afforded due to lack of cap space, or doing anything else that wreaks havoc, reeks of buffoonery or causes trouble. Repeated offenses will incur increasingly severe sanctions and may result in an owner's removal from the league. In other words, don't be a jagoff and you won't get smacked.
Once a GM has successfully acquired a player he/she will have until the beginning of the pre-season to decide length of contract. Minimum length contract will be 1 year while maximum length contract shall be 4 years.
If an owner makes any kind of bidding mistake, the owner should post IMMEDIATELY on Proboards (so there is a permanent record of the request that has exact time of the post) and also in the chat rooms to let people know. Upon notification of a bid mistake, the Commish will review the time of the post and will restart the auction (if it was a player who was already on the board) or delete the auction (if the wrong player altogether was nominated).
An owner may not request that a bid be revoked if the request is not made within a very short time (i.e. no more than a few minutes) after the bid is posted; it is each owner's responsibility to ensure their bids are correct.
If an owner has let more than a few minutes pass before asking for a bid revocation, the revocation is subject to a TAB vote.
If an owner repeatedly asks for revocations because they are making a lot of typos, their revocation requests may be subjected to a TAB vote at the discretion of the Commissioner.
To sum up: if an owner makes an honest bidding mistake and reports it right away, they're fine. Late reporting or repeated mistakes by the same owner will result in TAB votes on whether to allow the revocation.
If a players is not put up for auction, that player will automatically be classified as a Free Agent.
No player acquired through the inaugural auction draft will be eligible for a RFA contract
Proxy Bidding:
The easiest way to explain proxy bidding is through an example.
In a traditional auction, with an 24 hour clock (like our clock will be), I nominate Ryan Leaf for $5. If someone bids $5.1 on him, the clock will reset back to 24 hours. In a proxy bidding system, if I nominate Leaf at $5, he will start at $0.1 and only go up if someone bids more than that. So say another team likes Leaf and bids $4 on him. Since I had a max bid of $5, I will still be the leader on Leaf but will now have him at $4.1 and the clock will still be counting down.
Now suppose someone really likes Leaf and bids $10 on him. They will now be the top bidder on Leaf at $5.1 and the clock will reset to 24 hours.
So in proxy, the clock will only reset if someone raises higher than the current highest maximum bid.
Nominating Players for Auction on MFL:
To nominate a player on MFL, you can go to the bar at the top of the page and under 'For Owners' go down and click 'Auction Bid'. At the bottom of this screen you can select a player from a drop-down menu and a bid on the player. The minimum salary for a player in this league is $0.1 and the minimum raising increment is $0.01.
A player was just won, can I nominate another now?
Yes. Nominations in the veteran auction are on a first come, first serve basis. That being said, please be mindful of others and let everyone have a chance at nominating if you have already nominated multiple players recently.
Roster Limits:
Active rosters are limited to 50 players maximum and 25 players minimum (excluding Practice Squad and Injured Reserve). The limits are suspended each off-season to allow teams to draft, trade, and make roster moves in preparation for the upcoming season. All teams must be back within the roster limits by the first game of the season.
Any team over the limit after the roster deadline will have players moved to the practice squad or waived. Every effort will be made to keep the best interests of the franchise in mind. Any team under the minimum will have placeholder "players" added at a salary of $500,000 for the current year. This placeholder will count towards the salary cap for the rest of the year unless waived at the standard 30% cap hit (assuming the team remains above the roster minimum).
After the roster deadline has passed, any team that acquires a player or players causing the team to go over the maximum will have the player(s)immediately dropped. A 25% cap hit will apply to bring the team back to the roster limit. The TAB will attempt to catch this beforehand, but it is the responsibility of each GM to remain within the roster limits.
Salary Cap:
Each team has a $100 salary cap. Team salary includes the total of all players under contract (Active Roster, Practice Squad and Injured Reserve), plus any Salary Cap Hits for unclaimed waivers, plus any outstanding (leading) free agent bids. Each team MUST maintain accurate salary totals and roster count on their team page. The salary cap will remain in effect year-round. This includes pre-season, so be careful while you may be temporarily over the roster limits, you may never exceed the salary cap.
If any team acquires a player or players causing them to go over the salary cap (via draft, trade or Free Agency) and it is not caught beforehand, then the added player(s) will be immediately dropped with a 50% cap hit to bring the team back under the salary cap.
Roster Checks:
EACH OWNER IS RESPONSIBLE FOR THEIR OWN TEAM. ROSTERS MUST BE KEPT UP TO DATE AS WELL AS TRANSACTIONS, DRAFT PICKS, TRADES, ETC. RESPONSIBILITY DOES NOT FALL TO TAB MEMBERS TO KEEP OTHER FRANCHISES UP TO DATE.
Random roster checks can be performed by TAB at anytime throughout the calendar year. When team transactions occur (Draft, RFA, FA, Trades, Waivers, etc.) GM's will have 1 week to update their rosters during the off-season, and 3 days during the season. Any team that is found not to have their rosters updated at anytime (other than within the specified time period above) will be faced with a penalty.
Roster Penalties:
Penalties for NOT having rosters (both here and MFL) up-to-date are as follows:
1st Time - Warning - GM's will be given 48 hrs to update and correct their roster.
2nd Time - Loss of player to FA (if recently signed, but not added to one or both of GM's rosters)
$1m fine (ex; player not dropped from roster, incorrect player count and/or salary totals, etc.) If the $1m fine causes the team to go over cap – GM will have a choice of which player(s) to drop (standard 30% waiver penalty) to bring the team back within Cap limits.
Free Agency:
As in the NFL, there are two types of Free Agents - Restricted Free Agents (RFA) and Unrestricted Free Agents (UFA). RFAs are players whose rights are still held by a team and may be re-signed after their original contract expires (according to the rules in the RFA section below). UFAs are any players that are not currently under contract by a team. Each pre-season any player who does not have RFA status becomes a UFA once his contract expires. The one exception is that each team may designate one Franchise player each season.
Unrestricted Free Agency begins early June and ends each season after the end of the NFL Superbowl in February/March (any bids already in progress at that time will be allowed to be completed and signed by the winner).
Franchising Players:
Teams may Franchise one player with an expiring contract each season--either a Franchise Tag (FT), or a Transition Tag (TT). If the player is traded, the team trading the player may not franchise another player that year. The team receiving the player may still franchise a player and maintain all franchised players for that year.
A GM can decide to withdraw its franchise or transition designations on a player (simply reply in the thread "withdrawn". Do not delete the thread). If withdrawn, the player then automatically becomes an unrestricted free agent, either immediately or when his contract expires. After withdrawing the designation however, the club cannot designate another player during the same season.
The same player may receive a franchise tag (FT or TT) a maximum of 3 seasons in a row.
If a player is tagged 2 years in a row he must be paid 125% of the current year's franchise tag.
If a player is tagged 3 years in a row he must be paid 150% of the current year's franchise tag.
Franchise tags are based on the average salary of the 5 highest paid players at their position (or 120% of their previous salary, whichever is higher) and will be determined at the end of each season for the following season.
Transition tags are based on the average salary of the 10 highest paid players at their position (or 120% of their previous salary, whichever is higher) and will be determined at the end of each season for the following season.
The player is non-exclusive and can be bid upon like Tenders but with 2 first round picks compensation
The bid must be equal to or greater value than the tender.
A GM who bids upon the player can only put one bid in, if this is beaten then he can no longer win that player
The owner cannot then try and resign the player if bid upon
If no bids are received the player re-signs at the lower franchise tag rate (Current or Previous Year)
Once given a Transitional Tag they cannot be tagged the following year with either a franchise or transitional tag again
Extensions:
Each year teams can select to extend one and only one player to a longer contract, this can only be done to a player with more than 1 year left on their contracts. The deadline for extending contracts is the opening of Free agency in the Spring. i.e, after that any players with 1 year left on their contract become unable to be extended. In our inaugural draft, players that expire in 2013 or later. A player cannot receive back to back extensions.
To extend a players contract the GM must first select the player and make an offer on the 'Contract Extension' board. Offers must be structured as follows:
1 yr @ 75% of Franchise tag or 100% of current salary
2 yrs @ 100% of Franchise tag or 110% of current salary
3 yrs @ 125% of Franchise tag or 120% of current salary
4 yrs @ 150% of Franchise tag or 130% of current salary
(Whichever number is higher)
Minimum Salaries:
The minimum starting bid for all auctions (including FA bidding) shall be $0.1, with the market determining all player's salaries
Free Agent Bidding:
The process for signing an Unrestricted Free Agent is to create a new thread in the "Unrestricted Free Agents" sub-board under "Free Agency". The thread should have the player's correctly spelled name, NFL team and position in the subject, and a valid bid as the message. Other GMs may reply in this thread with higher bids for the player. The bidding will end when 24 hours has passed since the last valid bid.
We use a point system where every million dollars equals one point, and every year adds a multiplier.
contract years add value based on the following:
1 Yr = 1X multiplier ---- 1 Yr @ 5 mil = 5 X 1 = 5 pts
2 Yr = 1.15X multiplier ---- 2 Yrs @ 5 mil = 5 X 1.15 = 5.75 pts

4 Yr = 1.45X multiplier ---- 4 Yrs @ 5 mil = 5 X 1.45 = 7.25 pts

Players may be signed for a maximum of 4 years and your math must be correct for the bid to be valid. The minimum raise for a valid bid will be $100,000 or .1 points.
The minimum salary for a FA is set at $0.5 per season.
You must have salary cap space available for a bid to be valid (remember, any Free Agency bids in which you are the leading bidder also count towards your salary cap).
During the season, you must also have roster space available for the bid to be valid (remember, roster limits are lifted during the pre-season). This means you must have less than 50 active players, or if the player is practice squad eligible, you must have room on the practice squad and no more than 50 active players. Players on waivers do not count towards your roster limit. You may conditionally waive a player to make roster space for a player as detailed in the "Conditional Waivers" section below.
If a team makes a free agent bid which would put them over the roster or cap limit, or deletes a bid once posted, a Cap Penalty will be issued of $1.
Restricted Free Agents:
Restricted Free Agents (RFAs) are free agents who have 3 years or less NFL experience (players are signed with RFA status if their last year under contract is their 3rd year or less). Years within the league will be determined by nfl.com at www.nfl.com/players.
During each pre-season, teams may tender offers to their RFAs with expiring contracts or let them become UFAs. Players that have been tendered offers will be available to other teams during the Restricted Free Agency bidding period. The team that owns the RFA player has the Right of First Refuse (ROFR) otherwise known as the right to match the winning offer and retain the rights to the player. If the offer is not matched, the new team will acquire the player and must provide the original team with draft picks (where applicable) from the current year's draft as compensation. RFAs with expired contracts may not be traded during the pre-season until they have been signed to new contracts.
A thread must be created for each player with one of the following tender amounts and compensation....
$0.655 tender - ROFR
$1.260 tender – ROFR + original round drafted (will be a 5th round draft pick at the least)
$1.927 tender -- ROFR + 2nd round draft pick
$2.742 tender -- ROFR + 1st round draft pick
Tender amounts will rise to 110% of the previous year's salary, if that is more.
Restricted Free Agent Bidding:
The RFA bidding period will last for 3 weeks. Once an initial bid is made for a player, other teams have 12 hours to raise the bid. After 12 hours of non-bidding, the team with the winning bid (the last valid bid) may obtain the rights to the player unless the tendering GM matches the winning bid. The tendering GM has 48 hours to decide whether to sign the player to the exact winning bid contract terms, or receive the compensation draft pick(s). You may not bid on your own player in an attempt to set your contract terms.
Note: The winning bid is the only bid that the tendering GM must deal with. Be sure to make a high enough bid to actually force the owner to give him up. You may not re-up the bid later.
Re-Signing Restricted Free Agents Not Bid On:
Once the RFA Bidding period closes, GMs have two weeks to re-sign their RFAs that have not been bid on. They may be re-signed to a contract for a term of up to four years. The new contract must represent a salary increase from the tender given, and the contract must be reasonable for the quality of the player as compared to the average market value of similar players.
For example, if 2 quarterbacks were signed in the previous free agency period - one for $4 and one for $6, then this represents the baseline market value for free agent quarterbacks. Determine the talent level of your player in comparison to the baseline market value, and submit a contract offer in the player's RFA thread for TAB approval (3 votes to approve).
If you are denied the first time, you may submit a 2nd offer. If denied twice, or if no attempt is made to re-sign the player after 2 weeks, then the player will play out the tender offer for one year and enter the market as an unrestricted free agent the following season.
Waivers:
To release a player, you must post a thread in the waiver forum containing his contract terms, when a player is waived the player's salary is immediately removed from the teams total salary. Fellow GM's will have 48 hours to claim the waived player. If he is claimed, no salary cap hit will apply. If he is not claimed you'll have to release him at a 25% cap hit for the remainder of the contract. That means if you have him signed for 3 years, the salary cap hit will apply for each of the 3 years.
NO WAIVERS WILL BE ALLOWED UNTIL AFTER THE INAUGURAL DRAFT AUCTION AND ROOKIE DRAFTS ARE COMPLETED
Waiver Claims:
Waiver claims must be posted on the waived player's thread within 48 hours. After 48 hours, the team with the highest "Waiver Priority" will be awarded the player and will assume the existing contract. It doesn't matter what order claims are posted. The team being awarded the player will then move to the bottom of the Waiver Priority. Priorities are reset each off-season in reverse order of finish (same as draft order). You have exactly 10 minutes to remove a claim on a player. For the initial season the "Waiver Priority" will be determined randomly by using www.fantasyfootballnerd.com/random-draft-order.
Conditional Waivers:
If you are at the roster limit, you may conditionally waive a player in order to place a bid on a free agent (or to make a trade) which would have put you over the roster limit. State that the player is conditionally waived pending winning free agent "X" (or having a trade approved). Teams may claim this player like any other waived player, but you may reclaim the player if you are outbid (or the trade is vetoed). You have 24 hours to reclaim your player only if you are outbid (or your trade is vetoed). The team will take a 10% penalty of the salary for 1 year if they choose to reclaim the player.
Unclaimed Waivers:
If a player is waived and not claimed within 48 hours there will be a 25% cap hit for every year of the contract. That player becomes a free agent, and the same rules apply to that player as they do to all free agents. The only difference is that the owner who released that player CANNOT bid for the rest of the season. If the player is later released by his new owner, then the original owner can bid.
"Gaines Adams Rule":
In the event of the death of a player currently under contract, the player may be released without a cap hit, and may he rest in peace.
Trades:
Each agreed upon trade must be posted in the "Trades" forum. Both parties of the trade must post acceptance of the trade within a reasonable time (the poster of the trade is assumed to have accepted). Draft picks may be traded up to two years in the future.
Trades must include the name, position and contract terms of each player involved, and the specific draft picks, along with any other conditions. The trade must be both posted and accepted on MFL before the trade will be approved. Teams not involved in the trade or not on the TAB should post their comments in a new Thread under trade discussion.
You must have salary cap available and space on your roster in order to trade for players. Players on waivers do not count towards your roster limit. You may conditionally waive a player or players to make room for your traded for players as detailed in the "Conditional Waivers" section.
Every trade must be approved by the league commissioners known as the TAB (Trade Approval Board). It takes 3 votes to approve a trade. If there are 3 votes to veto or deny a trade before 3 votes to approve, the trade is vetoed. If either team does not have salary cap or roster space available to complete the trade, it will automatically be void. TAB members cannot vote on their own trades.
TAB will veto trades to avoid collusion, and protect new or struggling owners from damaging their franchises beyond repair. New owners will be scrutinized more closely by tab to prevent owners from quickly destroying a team and leaving.
Players cannot be traded once they have started their weekly game until the final game of the week has been played. Trades must be approved before K/O for the players involved to start in that week.
Trade Deadline - Trading of all players/picks between teams will end for the season at the conclusion of Week 10 games (trades must be posted before kick-off at the start of the players week 10 games to be accepted), and will recommence 1 week after the real NFL SB.
NFL Rookie Draft:
We will a 5 round Rookie Draft every pre-season in early June. This draft is for NFL Rookies that were eligible for the most recent NFL draft, (not to include players eligible for the Supplemental Draft). Players that were eligible for a previous year's NFL draft and went undrafted (but are still technically NFL Rookies), are considered free agents and are no longer eligible to be drafted.
For the 2013 Rookie Draft the draft order will be randomly determined using www.fantasyfootballnerd.com/random-draft-order . For following years the Draft order for non-playoff teams will be in the reverse order of the final regular season fantasy football standings. Playoff teams will draft in the reverse order of their playoff results (teams eliminated the same week will follow the same tiebreaker rules based on their regular season finish).
Draft Order Tiebreaker Rules are the same as used in the NFL
Teams will be OTC (On The Clock) starting from the exact time the previous selection was made or skipped. The time to make a selection or trade the draft pick will be 24 hours in round 1, 12 hours in rounds 2 - 5. You must have salary cap room available to sign your draft pick(s) or they will be forfeited and become Free Agents.
All NFL rookies not drafted during our rookie draft become Free Agents at the conclusion of our draft.
Skipped Draft Picks:
If a team misses their pick, they will be skipped and the next team will be "on the clock". Skipped teams may pick anytime and will not affect the current clock. A team will not be skipped more than two selections during the first 3 rounds. The draft will be paused and the TAB will make the pick based on that team's needs. This ensures no franchise gets "truly hurt" by an owner that may become inactive. After the 3rd round, the TAB will no longer make selections for skipped picks. Teams may still pick anytime up until 12 hours after the final pick of the draft. At that time all skipped picks will be forfeited.
A team may post they want to skip their pick and then pick later in the draft (at any point) at which point their player is given the salary relating to the pick when the pick is made, If a pick is skipped in the 1st round and picked in the 2nd round the player does not receive RFA status.
Example(if a team does not choose to be skipped):
A team has the #10 pick in the draft and does not make a selection in 24 hours, they go into a "pick anytime" mode. If they have not made their selection by the time team #12 picks, then the draft will be paused (Pick #13 would be put on hold). The TAB would then make the #10 pick, and then the draft will be resumed with Pick #13 on the clock.
Trading of Draft Picks:
Draft picks may be traded up to two years in the future. For example, in 2013 you will be able to trade 2014 and 2015 draft picks throughout the 2013 playing year up until the trade deadline. You will be able to trade 2013 and 2014 draft picks until after the 2013 draft.
When the pick on the clock is traded during the draft, there is an exception to the time limit. If a trade is approved by both parties involving a pick currently on the clock, that team will not be skipped until a final verdict is reached on approving or rejecting the trade. The recipient of the pick is then awarded the amount of time remaining on the clock, as well as the time it took for the trade to be approved up to a maximum of four hours. Trading of skipped picks do not receive this special time treatment.
If a trade is posted involving a team's pick on the clock that is not accepted by the other team by the end of the time on the clock, then the trade is ruled void, and the team on the clock will be skipped. The teams may resubmit the trade if they wish.

We will be using a pre-determined scale of salaries for each player drafted in the League's rookie draft, regardless of their real life salary.

A skipped pick by other GM's may move a GM forward in the draft, but the salary charged against a GM who moves forward will remain at the GM's original pick position. ie, if I am pick 1.04 and the first 3 picks are skipped, in reality I become pick 1.01, but my player's salary will be assessed as if he were my original pick ($4.33)
Contract Length of Drafted Rookies:
1st round draft picks are all signed for 5 Years. All other draft picks are signed for 3 years with RFA status at the end of their contract.
Overall Contract Length
The total length of all contract terms (including Rookies) shall be no more 125 years
Injured Reserve:
If a player is placed on Injured reserve (IR) in the NFL, he may be placed on IR in this league and not count towards the 50 player active roster limit. There is no limit to the number of IR players a team can have, but they all still count towards the salary cap.
Injured Reserve may also include players on NFL PUP (Physically Unable to Perform), or Suspended List. Players on Injured Reserve must be moved back to the active roster each off-season. Players placed on I.R (I.R, PUP, or Sus players) cannot be taken off the I.R all season. If you want to keep a PUP player until they are taken off it then you must have them active all season.
MFL:
We will use MFL for all league matter this season coming.
MFL will be used for all players on each team's roster, including Practice Squad and Injured Reserve. Official rosters will remain here on the message board.
Starting Lineups:
Player's positions are determined by MFL. Sometimes players change positions if you feel MFL has made a mistake, please let a TAB know. The starting lineups will be:

Playoffs:
We use the same system of seeding and scheduling as the NFL. Each conference will have 4 division winners seeded 1 though 4, and 2 wild card teams seeded 5 and 6. The top two seeds from each conference will get a first round bye. In Round 1 each conference #3 seed hosts the #6 seed, and the #4 seed hosts the #5 seed. In Round 2 each conferences #1 seed hosts the lowest remaining seed after round 1, #2 seed hosts the higher remaining seed. Playoffs start week 13 with the 2 Conference Champions meeting in the Super Bowl on Week 16.
TO BREAK A TIE WITHIN A DIVISION
If, at the end of the regular season, two or more clubs in the same division finish with identical won-lost-tied percentages, the following steps will be taken until a champion is determined.

When the first Wild-Card team has been identified, the procedure is repeated to name the second Wild-Card, i.e., eliminate all but the highest-ranked club in each division prior to proceeding to step 2. In situations where three or more teams from the same division are involved in the procedure, the original seeding of the teams remains the same for subsequent applications of the tie breaker if the top-ranked team in that division qualifies for a Wild-Card berth.
Off-Season Activities:
Each off-season GMs must perform the following activities in preparation for the upcoming season. If these are not done by May 1st, the GM may be replaced. This gives GMs four months to...
Select two Franchise Player (optional) from your expiring contracts and post him in the Free Agency Sub-board "Franchise Players". Put his new contract amount and the word "Franchise" or "Transitional" after his name on your roster. If this is his 2nd or 3rd Franchise, please note that.
Post your remaining expiring contracts in the Free Agency Sub-board "Unrestricted Free Agents". These players must be removed from your roster here and on MFL.
Post your Restricted Free Agents and tender offer in the Free Agency Sub-board "Restricted Free Agents" (one thread per player). If you do not want to tender an offer, post him in the "RFA Eligible (Non Tenders Only)" thread and remove him from your roster here and on MFL.
Move any injured players off Injured Reserve and back on to your active rosters here and on MFL. Remember, roster limits are suspended until the end of pre-season, so you are not limited to 50 players until then.
If you have a Practice Squad player who was never on your active roster and you would like to release him without a cap penalty, post him in "Waivers" as "released from Practice Squad".
If you have any Practice Squad players that have played over 16 games, they must be removed from your Practice Squad.
Update your team's "Salary Cap Hits" with your team's "Salary Cap Hits" (under the Waivers board). Cap hits that no longer apply will have been removed.
Update your Roster totals and Salary amounts.
Update your roster on MFL to match your roster here.
Off-Season Schedule:
This is the tentative schedule each off-season. The actual schedule will be posted each off-season in the "League Administration" board.
UFA posting, RFA tenders, Franchise and Team Option decisions must be done no later than April 1st (GMs may post these anytime before the deadline and they may be changed right up until the deadline. The deadline is firm and GM replacements will start the next day).
Restricted Free Agency - Bidding Opens April 15th Noon Eastern Time.
Restricted Free Agency - Bidding Closes May 15th Noon Eastern Time.
Restricted Free Agency - Re-signing of Players not bid on Begins May 15th Noon Eastern Time.

Tanking will not be tolerated. All owners must field their most competitive team each and every week. Teams will be penalized if it is blatantly obvious that they are not fielding their best players or if they are starting people on a bye week in order to enure a higher draft pick. Warnings will be given out unless it is obvious to the commissioner and tab members that the person is intentionally tanking, in this case a penalty may be assessed immediately. That being said, you will not be penalized if your roster does not permit you to field a complete team. Penalties will include loss or downgrading of draft picks.
ProBoards Message Board:
Each team has a sub-forum, and at a minimum, one team roster thread. This is where GMs must post and maintain their team's roster (including active roster, practice squad, and injured reserve). They must also include the team's player count and their total salary (Active Roster + Practice Squad + Injured Reserve + Unclaimed Waiver Cap Hits). Teams may also optionally maintain other threads such as team transactions, draft board, schedule, team records, player photos, whatever they wish.
Please activate your account and set your Proboards display name to your team name (whatever you want) Example Packers (Tyler) .... Click on "Profile" on the Main Menu Bar, click on "Modify Profile", enter your team name into "Display Name", enter your password (again), and press "Modify Profile" at the bottom.
During the off-season things slow down but don't completely stop. Check in occasionally between the Super Bowl and the real NFL draft. Trading never stops so you should at least occasionally check to see if you have a trade offer in your inbox.
Final Notes:
These Rules have attempted to cover every possible scenario, but occasionally something new comes up. In that case, the Commissioner (Colts GM) and TAB will make the final ruling and the Rules will be updated to reflect it.
This shouldn't have to be said, but GMs may own one and only one team, If a member is caught with multiple teams, they will be banned from the league unless they have a reason the Commissioner knows about (Unlikely).
