NFL Rookie Draft:
We will a 5 round Rookie Draft every pre-season in early June. This draft is for NFL Rookies that were eligible for the most recent NFL draft, (not to include players eligible for the Supplemental Draft). Players that were eligible for a previous year's NFL draft and went undrafted (but are still technically NFL Rookies), are considered free agents and are no longer eligible to be drafted.
For the 2013 Rookie Draft the draft order will be randomly determined using www.fantasyfootballnerd.com/random-draft-order . For following years the Draft order for non-playoff teams will be in the reverse order of the final regular season fantasy football standings. Playoff teams will draft in the reverse order of their playoff results (teams eliminated the same week will follow the same tiebreaker rules based on their regular season finish).
Draft Order Tiebreaker Rules are the same as used in the NFL
Teams will be OTC (On The Clock) starting from the exact time the previous selection was made or skipped. The time to make a selection or trade the draft pick will be 24 hours in round 1, 12 hours in rounds 2 - 5. You must have salary cap room available to sign your draft pick(s) or they will be forfeited and become Free Agents.
All NFL rookies not drafted during our rookie draft become Free Agents at the conclusion of our draft.
Skipped Draft Picks:
If a team misses their pick, they will be skipped and the next team will be "on the clock". Skipped teams may pick anytime and will not affect the current clock. A team will not be skipped more than two selections during the first 3 rounds. The draft will be paused and the TAB will make the pick based on that team's needs. This ensures no franchise gets "truly hurt" by an owner that may become inactive. After the 3rd round, the TAB will no longer make selections for skipped picks. Teams may still pick anytime up until 12 hours after the final pick of the draft. At that time all skipped picks will be forfeited.
A team may post they want to skip their pick and then pick later in the draft (at any point) at which point their player is given the salary relating to the pick when the pick is made, If a pick is skipped in the 1st round and picked in the 2nd round the player does not receive RFA status.
Example(if a team does not choose to be skipped):
A team has the #10 pick in the draft and does not make a selection in 24 hours, they go into a "pick anytime" mode. If they have not made their selection by the time team #12 picks, then the draft will be paused (Pick #13 would be put on hold). The TAB would then make the #10 pick, and then the draft will be resumed with Pick #13 on the clock.
Trading of Draft Picks:
Draft picks may be traded up to two years in the future. For example, in 2013 you will be able to trade 2014 and 2015 draft picks throughout the 2013 playing year up until the trade deadline. You will be able to trade 2013 and 2014 draft picks until after the 2013 draft.
When the pick on the clock is traded during the draft, there is an exception to the time limit. If a trade is approved by both parties involving a pick currently on the clock, that team will not be skipped until a final verdict is reached on approving or rejecting the trade. The recipient of the pick is then awarded the amount of time remaining on the clock, as well as the time it took for the trade to be approved up to a maximum of four hours. Trading of skipped picks do not receive this special time treatment.
If a trade is posted involving a team's pick on the clock that is not accepted by the other team by the end of the time on the clock, then the trade is ruled void, and the team on the clock will be skipped. The teams may resubmit the trade if they wish.
Rookie Draft Pick Salaries:
We will be using a pre-determined scale of salaries for each player drafted in the League's rookie draft, regardless of their real life salary.

A skipped pick by other GM's may move a GM forward in the draft, but the salary charged against a GM who moves forward will remain at the GM's original pick position. ie, if I am pick 1.04 and the first 3 picks are skipped, in reality I become pick 1.01, but my player's salary will be assessed as if he were my original pick ($4.33)
Supplemental Draft:
After the draft is completed any rookie that entered the league through the supplemental draft will be available in free agency.
Contract Length of Drafted Rookies:
The maximum length of time any Rookie can be signed for is 5yrs, set at the discretion of the team GM. All Rookies signed for 3yrs or less shall automatically have RFA status
