As we have no previous season results to determine the initial "Waiver Prioity", I have used www.fantasyfootballnerd.com/random-draft-order to generate the initial "Waiver Priority." From what I heard last, the auction is supposed to roll into June. The rookie draft immediately follows. That might go into a couple of months. Just an educated guess.

Initial auction runs until June 1. Rookie draft starts June 10. Players can be waived once last rookie pick is made.

The Raiders would like to claim CB Ras I-Dowling (NEP), who was just waived by the I-NFL Dolphins. His salary is $0.40.

I wasn't sure about whether the .50 players that are being dropped at no charge were applicable to the end-of-the-5th-round restriction. That, of course, makes sense for the players that can't be cut before the end of the draft, which are player costing .50 and higher.
I think you have to put a claim in within 72 hours of them being dropped, and our rules don't really cover what/how to proceed with the sub-.50 players that are being cut since it will be a one-time thing for this season only.

Bruce, can you please issue a ruling on this?
My suggestion: players uder .50 who are cut have to be claimed within 72 hours which I believe is how it is done in the regular season. This ruling/procedure will only last through the end of the inaugural draft, aat which point the "normal" rules kick in and players whose salaries are .50 and above can be released and claimed.

The sub 0.50 players dropped are now FA and will be treated as such--after the rookie draft they become available

Ok, now that the rookie draft is over, the Raiders would like to like to claim Ras-I Dowling (CB, New England) off waivers, and will assume his salary of .40.
