In reference to lose first 2 picks, if someone only has a 4 + 5 left they aren't being penalized as severe as someone with a 1st the idea is only in its embryo stage--if they don't have a 1st rd pick, we could make it their first 2 picks this season plus a pick from 2014 It sort of depends on the exact situation...

Could put the following proposal to a vote.
Auction ends immediately.
Each GM allowed to waive 2 players with restrictions, and penalties, before the Rookie draft.
Restrictions: NO player with a salary above $10.00
Penalties: 25% cap penalty regardless of whether player picked up be another GM. If players salary $5.01--$10.00, GM loses their first 1st round rookie pick--if a GM does not have a 1st round pick, he loses his next 2 picks, plus a 1st round pick from 2014 If players salary $0.10--$5.00, GM loses their first 3rd round rookie pick--if a GM does not have a 3rd round pick, he loses his next 2 picks, plus a 3rd round pick in 2014

I like the fact that discussion is taking place. But I think we need to not overreact and make this overly penal or we will be right back where we are. I might make sense to have managers from both sides of the equation weigh in to reach a middle ground. So far the proposal from DAL makes the most sense to me. It allows for a manager who made an honest mistake to recoup some of that ignorance while also making sure no one takes advantage of this amnesty. Here it is....
DAL Said ... IF we had to do cuts, here would be my proposal, just for the record:
Maximum of 2 waivers per team. One waiver would be free of charge. The second waiver would require draft pick compensation (2013 3rd, 2014 2nd, or 2015 1st).
Players waived could have a salary of no more than $5. With the 25% waiver fee, $5 players clear 3.25 in cap, so this would afford most teams the cap to pay their rookies.
Even if a player is claimed, the waiving team still pays the cap penalty in this situation.
These stipulations would allow most every team to get under the cap, fill their roster to the minimum level, and pay their rookie picks for this draft. It would also encourage (hopefully) teams to stick with their current roster and sign overpriced players to one year deals, and prevent the mass waiving of star players that could make this league an unsalvageable mess.

LOL Possibly- but minimally the market for all your draft picks would at least return to a level that made sense. With cap returned to a mangers budget who waived player(s) - we would likely not be scratching our heads at trades that sent lower round picks for higher round picks based on nothing more than budget.

and don't forget that if you waive a player, you cannot bid for that player that season, unless the new owner decides to later waive him

Commish, I have already given my vote and three of us have on the proposal put out on the table. There are a few GMs that were involved with this discussion and heard of a proposal DAL thought may work. Can you find fault with this proposal? This was submitted ONLY as an alternative IF a change to the waiver situation had to be made. This was and is not being pushed as a proposal, just an alternative idea that might help all involved.
